A: And an idea, when explained clearly, is not by itself work that someone should get credit for? Remember the broader principle: you cite someone's work when a theoretical reader might want to know the source or follow up on background. Jacques Barzun and Henry Graff's The Modern Researcher (editions and years will vary) has a nice explanation of that principle in their chapter on citations.
