A Systematic Description of the Ways Prereferral Intervention Strategies are Identified and Implemented for Minority Students

Although students are referred for special education services for a variety of reasons, one important finding is that minority students, especially those of African descent, are consistently placed in special education at a higher rate than other ethnic groups in a majority of schools and school districts nationwide. The situation, which spans both the academic and social milieu, raises questions about the effectiveness of related educational programs, particularly prereferral practices, biases in testing and placement practices, the level of parental involvement, and awareness of cultural diversity within the student population.

This study will investigate (a) the extent to which there is an explicit or tacit systematic description of the ways prereferral intervention strategies are identified and implemented for students referred for special education programs and (b) the outcomes associated with these strategies.
