Collaborative Goal Setting and Teacher Behavior Change Using the Instruction Observation Form: Effects on Student Performance in Reading and Math

Do rigorous and substantive alternative preparation programs translate into improved student performance? The purpose of this study is to validate the efficacy of a teacher observation system as it relates to student outcomes. A model used to train special education teachers to consistently use validated practices in a high poverty rural area where most of the students are culturally and linguistically diverse will be investigated.

The following questions will be answered: What is the relationship between teachers who are viewed as making satisfactory progress in the Instruction Observation Form (IOF) and student achievement in reading and math? Is this system sensitive enough to address the academic needs of culturally and linguistically diverse students? Can reliability and validity relative to student performance be established for a teacher feedback system, Instruction Observation Form? How do teachers in a high-poverty rural area change behaviors based on feedback and collaborative goal setting?

A correlational research design will be used to answer these questions. Two focus groups for teachers and coaches will be conducted, and transcripts of focus groups will be analyzed using qualitative methods.
