Culturally Responsive Reading Instruction for Urban Students with Disabilities

A culturally responsive learning environment and delivering quality instruction are essential to positive student outcomes. Conversely, absences of these factors contribute to overrepresentation of African American learners in special education (Townsend, 2002; U.S. Department of Education, 2002). Culturally responsive instruction addresses students’ cultural characteristics, incorporates expectations that match students’ interest and ability, and focuses on both basic skills and critical thinking skills (Townsend, 2002; 2000). This study will investigate whether culturally responsive research-based reading comprehension instruction of middle school African American students will increase student outcomes.
