CAP: Pilot Study to Explore the Effectiveness of Culturally
Affirming Prereferral Intervention to Reduce Overrepresentation
of African American Students in Special Education
Researchers often describe prereferral intervention
as a pipeline to special education. While the prereferral
intervention process is designed to reduce the number
of inappropriate requests for special education, overrepresentation
and misidentification persists. This trend is evident
in schools across the nation (Fierros & Convoy, 2002,
Losen & Orfield 2002; U. S. Department of Education,
2002). African American students are almost 3 times as
likely as White students to be labeled mentally retarded,
2 times as likely to be labeled emotionally disturbed,
and 1.3 times likely to be labeled as having a learning
disability. Project CAP will address the need to implement
a new prereferral intervention model that is culturally
affirming and enlists the support of cultural broker
sin the prereferral process. The project proposes to
implement a pilot study to compare a Culturally Affirming
Prereferral (CAP) Intervention Model to San Diego City
School’s current school prereferral intervention
process (Student Study Team-SST). It is hypothesized
that the special education referral and placement rates
of African American students will decrease in the school
that implements CAP. The PD also projects improvement
in the prereferral intervention team’s problem-solving,
intervention strategies, and consideration of culture. |
