Methods Matter:
Culturally Responsive Pedagogy in Urban Schools


The No Child Left Behind (NCLB) law, signed on January 8, 2002, defined a highly qualified teacher as one who holds a minimum of a bachelor’s degree, has obtained full state certification or licensure, and has demonstrated subject area competency in each of the academic subjects in which the teacher teaches. However, on April 23, 2003, the Texas House passed two bills that drastically dilute teacher certification requirements. Because of the discontinuity between Federal legislation (NCLB) and Texas legislation, teachers will need professional development support. This research will empower teachers as they develop culturally responsive pedagogy competency. Without this competence, many teachers will subscribe to an old vision of the urban learner as underachieving, deprived, unmotivated, and “at risk."
