Perceived Needs of Urban General Educators to Effectively Instruct All Learners

Previous studies have shown that African American students are disproportionately placed in special education nationwide, and that Hispanic students are disproportionately placed in certain states (Artiles & Trent, 1994; Harry, 1994; USDOE: Office for Civil Rights [OCR], 1997, 1994, 1993, 1987; Office of Special Education Programs [OSEP], 1990). These groups are particularly vulnerable to inappropriate educational practice because of their well documented patterns of underachievement (Garcia, 1994) and disproportionately low rates of high school graduation (USDOE: OCR, 1997). This study will examine the perceived needs that urban general educators have about training necessary to make them capable of effectively instructing learners with diverse cultural backgrounds and ability levels within the general education classroom. Information will be sought as to what experiences teachers have already had and what type of training they would like to receive in order to make them more able to meet the needs of all learners.
